John Maynard Keynes heeft veel interessante dingen geschreven, maar het onderstaande via de blog van Paul Krugman slaat toch wel spijkers met koppen:
Pyramid-building, earthquakes, even wars may serve to increase wealth, if the education of our statesmen on the principles of the classical economics stands in the way of anything better.
It is curious how common sense, wriggling for an escape from absurd conclusions, has been apt to reach a preference for wholly “wasteful” forms of loan expenditure rather than for partly wasteful forms, which, because they are not wholly wasteful, tend to be judged on strict “business” principles. For example, unemployment relief financed by loans is more readily accepted than the financing of improvements at a charge below the current rate of interest; whilst the form of digging holes in the ground known as gold-mining, which not only adds nothing whatever to the real wealth of the world but involves the disutility of labour, is the most acceptable of all solutions.
If the Treasury were to fill old bottles with banknotes, bury them at suitable depths in disused coalmines which are then filled up to the surface with town rubbish, and leave it to private enterprise on well-tried principles of laissez-faire to dig the notes up again (the right to do so being obtained, of course, by tendering for leases of the note-bearing territory), there need be no more unemployment and, with the help of the repercussions, the real income of the community, and its capital wealth also, would probably become a good deal greater than it actually is. It would, indeed, be more sensible to build houses and the like; but if there are political and practical difficulties in the way of this, the above would be better than nothing.

Maak een gepaste opmerking
Ik had de context (courtesy of Paul Krugman) nodig om te vatten wat er precies bedoeld werd. Daarna werd het dan weer een soort evidentie
Maar is er geen verschil tussen de voorbeelden die Krugman (en Keynes in het begin) geeft, en het voorbeeld van de goudmijnen? Oorlogen en de bouw van pyramiden worden door de staat (en dat betekent voor mij: onder andere door mij) betaald. Dan is het inderdaad een betere beslissing dat geld voor iets nuttigs uit te geven dat direct de positieve effecten heeft die oorlog en pyramides slechts als indirecte neveneffecten hebben (m.a.w. werk
). Maar goudmijnen zijn toch eigenlijk privé-initiatief, en als er nu eenmaal mensen zijn die teveel geld hebben en dit graag aan blinkend metaal uitgeven, kan je toch (in ons politiek systeem) niemand verbieden daar zijn brood mee te verdienen? De rijken hebben dan hun blinkend metaal, de mijnwerkers kunnen een brood kopen en met hun stoflong naar de dokter gaan.
Voor George W. nog volgende tip/suggestie:
1) pyramides
2) goudmijnen
3) oorlogen
denk eraan! Vertel het verder aan je vriend McCain!
Het gaat niet om goudmijnen (waar gegarandeerd goud gevonden wordt), maar om gold-mining, het zoeken naar goud in de grond. Keynes laat in het midden of dat gebeurt in overheidsopdracht of vanuit privé-initiatief of zelfs dat elke man voor eigen rekening goud gaat zoeken. Dat is ook het punt niet, het gaat om efficiëntie. Dat wist je uiteraard wel.
Het punt dat met ‘gold-mining’ de zoektocht naar goudaders bedoeld is, was me toch ontgaan. Dank voor de opheldering!
Ik wil wel nog even opmerken dat John Maynard Keynes vooralsnog geen lid is van ‘Da Kru’.
